Прикладні аспекти використання SWOT-аналізу при формуванні стратегії розвитку територіальних громад

Abstract

Метою дослідження є узагальнення прикладних аспектів здійснення SWOT-аналізу при формуванні стратегій розвитку територіальних громад України. Для досягнення поставленої мети визначено та вирішено nfrі наукові завдання: розкрито сутність, переваги та недоліки використання SWOT-аналізу у контексті формування стратегій розвитку територіальних громад; проаналізовано передумови формування стратегії розвитку на прикладі територіальної громади Одеської області; надано рекомендації щодо формування пріоритетних напрямків стратегії розвитку територіальної громади за результатами проведеного SWOT-аналізу. Для вирішення поставлених завдань використано такі методи: аналіз, синтез, узагальнення, індукція, аналогія, системний підхід, SWOT-аналіз. Виділено основні недоліки та обмеження, що виникають при використанні SWOT-аналізу при формуванні стратегій розвитку територіальних громад. Встановлено, що формування стратегій розвитку територіальних громад – це динамічний процес, що вимагає уваги до конкретних умов та постійного адаптування до змін. Розв’язання проблем та використання перспектив із урахуванням можливостей проведення SWOT-аналізу вимагає спільних зусиль громадськості, влади та бізнесу для досягнення сталого та гармонійного розвитку. Проаналізовано статистичну інформацію розвитку Суворовської територіальної громади, визначено сильні та слабкі сторони, можливості та загрози для Суворовської територіальної громади. SWOT-аналіз є підставою для підготовки реалістичних стратегій розвитку, які повинні допомогти Суворовській територіальній громаді максимально скористатися існуючими порівняльними перевагами та мінімізувати ризики. Зміцнення стійкості та відповідального управління може допомогти громадам подолати ці загрози. Ефективні стратегії містять вдосконалення економічної диверсифікації, раціональне використання природних ресурсів, покращення соціальної інфраструктури та сприяння участі громадян у процесах прийняття рішень. The purpose of the article is to generalize the applied aspects of SWOT-analysis in the formation of strategies for the development of territorial communities of Ukraine. To achieve the purpose, the following scientific tasks were defined and solved: the essence, advantages and disadvantages of using SWOT-analysis in the context of forming strategies for the development of territorial communities were revealed; the prerequisites for the formation of a development strategy were analyzed on the example of the territorial community of the Odesa region; recommendations were given on the formation of priority areas of the territorial community development strategy based on the results of th e SWOT-analysis. The following methods were used to solve the tasks: analysis, synthesis, generalization, induction, analogy, system approach, SWOT-analysis. The article highlights the main shortcomings and limitations arising from the use of SWOT-analysis in the formation of strategies for the development of territorial communities. It has been established that the formation of strategies for the development of territorial communities is a dynamic process that requires attention to specific conditions and constant adaptation to changes. Solving problems and using prospects, taking into account the possibilities of SWOT-analysis, requires joint efforts of the public, authorities and business to achieve sustainable and harmonious development. Statistical information on the development of the Suvorovo territorial community was analyzed, strengths and weaknesses, opportunities and threats for the Suvorovo territorial community were determined. The SWOT-analysis is the basis for the preparation of realistic development strategies that should help the Suvorovo territorial community to make the most of existing comparative advantages and minimize risks. Strengthening resilience and responsible governance can help communities overcome these threats. Effective strategies include improving economic diversification, rational use of natural resources, improving social infrastructure, and promoting citizen participation in decision-making processes.
