Abstract

В роботі розкрито концептуальні підходи до розуміння сутності фінансових ресурсів територіальних громад. Досліджено фінансово- економічні засади функціонування територіальних громад. Розкрито організаційно-інституційні основи функціонування територіальних громад. Проведено моніторинг тенденцій формування фінансових ресурсів територіальних громад в Україні. Проаналізовано напрями використання фінансових ресурсів територіальних громад. Висвітлено фінансову стійкість територіальних громад з позиції ризиків і вразливостей. Досліджено зарубіжний досвід формування та використання фінансових ресурсів територіальних громад та можливості його імплементації до української практики. Окреслено напрями удосконалення управління фінансовими ресурсами територіальних громад в Україні. The paper reveals conceptual approaches to understanding the essence of the financial resources of territorial communities. The financial and economic principles of the functioning of territorial communities are studied. The organizational and institutional foundations of the functioning of territorial communities are revealed. The trends in the formation of financial resources of territorial communities in Ukraine are monitored. The directions of use of financial resources of territorial communities are analyzed. The financial stability of territorial communities is highlighted from the perspective of risks and vulnerabilities. The foreign experience of the formation and use of financial resources of territorial communities and the possibilities of its implementation in Ukrainian practice are studied. The directions of improving the management of financial resources of territorial communities in Ukraine are outlined.
