Дискурс щодо європейської інтеграції України: ідентичності, цінності, інститути

Abstract

У статті визначено ідентичності, цінності та інститути як основні складові дискурсу щодо європейської інтеграції України. Обґрунтовано, що у процесі європейської інтеграції вкрай важливим є поєднання ціннісного та інституційного вимірів. Адже європейська інтеграція напряму пов’язана із демократизацією суспільства, європейськими цінностями, необхідністю підвищення ефективності інституційної взаємодії. Дискурсі щодо європейської інтеграції України формується у процесі комунікації науковцями, медіа, політичними та державними діячами, представниками громадянського суспільства та міжнародних організацій. Аргументовано, що дискурс європейської інтеграції включає широку публічну дискусію щодо проблем інституційного дизайну, ціннісного простору та громадянської ідентичності. Відзначено, що дискурс щодо європейської інтеграції, як розвитку знання разом із практиками, формується науковцями (міждисциплінарний дискурс філософів, істориків, мовознавців, соціологів, економістів, політологів тощо), представниками інститутів публічної влади та опозиції, медіа та громадського суспільства, міжнародних організацій тощо. Аргументовано, що європеїзація інститутів публічної влади напряму залежить від підвищення ефективності інституційної взаємодії. Акцентовано увагу на дискурсивних інтерпретаціях процесу конструювання ідентичностей, інститутів та цінностей. Визначено інклюзивність, інноваційність та креативність в якості характеристик дискурсу європейської інтеграції. Наголос зроблено на небезпеці підпорядкування дискурсу влади інших комунікативних просторів, монополізації дискурсу європейської інтеграції. Відзначено, що принципи індивідуалізму та толерантності створили умови для формування аксіологічної сфери європейської спільноти: поваги до людської гідності, демократії, верховенства права, свободи та рівності, прав людини, включно з правами меншин.

The article defines identities, values and institutions as the main components of the discourse on Ukraine's European integration. It is proved that in the process of European integration it is extremely important to combine the value and institutional dimensions. After all, European integration is directly related to the democratization of society, European values, and the need to improve the efficiency of institutional interaction. The discourse on Ukraine's European integration is formed in the process of communication by scholars, media, political and government officials, representatives of civil society and international organizations. It is argued that the discourse of European integration includes a broad public debate on the problems of institutional design, value space and civic identity. It is noted that the discourse on European integration, as the development of knowledge together with practices, is formed by scientists (interdisciplinary discourse of philosophers, historians, linguists, sociologists, economists, political scientists, etc.), representatives of public authorities and opposition, media and civil society, international organizations, etc. It is argued that the Europeanization of public authorities directly depends on improving the efficiency of institutional interaction. Attention is focused on discursive interpretations of the process of constructing identities, institutions and values. Inclusiveness, innovation and creativity are identified as characteristics of the European integration discourse. Emphasis is placed on the danger of subordination of other communicative spaces to the discourse of power, monopolization of the discourse of European integration. It is noted that the principles of individualism and tolerance have created the conditions for the formation of the axiological sphere of the European community: respect for human dignity, democracy, the rule of law, freedom and equality, human rights, including minority rights.
