Зовнішньоекономічна діяльність регіонів України

Abstract

Світові тенденції процесів глобалізації та інтеграції зумовлюють підвищення значущості регіонів України. Серед основних показників, що характеризують рівень економічного розвитку регіонів, для більш об’єктивної оцінки стану виробництва в Україні розглянуто такі: валовий регіональний продукт, обсяг експорту-імпорту товарів та послуг на одну особу. Обґрунтовано актуальність проведення дослідження важливості зовнішньоекономічної діяльності для конкурентоспроможності їх економік, а тим самим і національної економіки. Проаналізовано стан розвитку зовнішньоекономічної діяльності регіонів України у 2016 - 2017 рр. з метою подолання негативної тенденції скорочення експорту та зростання імпорту товарів. Виявлено, що у 2017 р. сальдо зовнішньої торгівлі товарами та послугами на одну особу в середньому по Україні стало негативним за рахунок перевищення негативного сальдо субкомпоненти «товари» над позитивним сальдо субкомпоненти «послуги». Здійснено економетричне моделювання головних показників розвитку зовнішньоекономічної діяльності регіонів. Наведено авторські висновки та визначено перспективи для подальших досліджень. Надано пропозиції щодо підвищення ефективності сучасної регіональної політики в Україні.

Global trends in the processes of globalization and integration contribute to the increasing importance of regions in the Ukraine. Hereinafter mentioned the main indicators characterizing the level of economic development of regions, presenting a more objective assessment of the state of production in Ukraine, namely: gross regional product, the volume of exports and imports of goods and services per person. The level of gross regional product per capita of the labor age population employed makes it possible to identify the most productive regions of Ukraine. The relevance of conducting a study of the importance of foreign economic activity for the competitiveness of their economies, and thus the national economy, has been substantiated. There also has been analyzed the state of development of foreign economic activity of the regions of Ukraine in 2016 - 2017 in order to overcome the negative trend of reducing exports and increasing imports of goods. It was revealed that in 2017 the balance of foreign trade in goods and services per person on average in Ukraine became negative due to the excess of the negative balance in the sub-component "goods" over the positive balance of the sub-component "services". The necessity for reorientation of the foreign economic activity on export branches of economy at the expense of the state stimulation, increase of competitiveness of domestic products, review of import policy, wider attraction of investments and foreign capital in economy has been proved. The export / import structure needs to be revised. It is necessary to eliminate one of the problems for exporters - an inefficient system for the Value Added Tax recovery. Important issue is the rapprochement of the Ukrainian hryvnia with the Euro and downturn in orientation to the US dollar. The exchange rate of the hryvnia to the Euro must be in line with the economic equilibrium. An undervalued hryvnia presses on import, but an overvalued lowers the export. Econometric modeling of main indicators of development of foreign economic activity of regions has been performed. Author's conclusions are presented, as well as prospects for further studies are determined. Hereby were given proposals to improve the efficiency of modern regional policy in Ukraine.
