Державне фінансування соціальних гарантій населення України

Abstract

В дипломній роботі досліджено теоретичні основи забезпечення соціальних гарантій населення, виявлено основні тенденції і специфічні особливості фінансування соціальних гарантій життя населення в Україні, обґрунтовано рекомендації щодо оптимізації напрямів та способів фінансування соціальних гарантій населення України, зокрема: змінити методику визначення розміру прожиткового мінімуму, переглянути структуру нормативів з урахуванням сьогоднішніх умов та потреб нормального відтворення людини; провести заходи щодо уніфікації й оптимізації існуючої системи пільг та виявлення реальних потреб у їх наданні; удосконалити нормативно-методичну базу, розвивати фінансову надійність страхових компаній, а також підвищити страхову культури населення, зокрема й медичних працівників.

The thesis examines the theoretical foundations of ensuring social guarantees of the population, identifies the main tendencies and specific features of financing social guarantees of life of the population in Ukraine, raises recommendations on optimization of directions and methods of financing social guarantees of the population of Ukraine, in particular: to change the method of determining the size of the subsistence minimum, to revise the structure of norms taking into account today's conditions and needs of normal reproduction of a person; to take measures to unify and optimize the existing system of privileges and identify the real needs for their provision; improve the regulatory and methodological basis, develop financial reliability of insurance companies, and also increase the insurance culture of the population, including medical workers.
