Тенденції динаміки імпорту фармацевтичної продукції в Україну в умовах воєнних викликів

Abstract

У статті досліджено тенденції динаміки імпорту фармацевтичної продукції в Україну у 2020–2024 рр. в умовах воєнних викликів. Метою статті є виявлення основних тенденцій імпорту фармацевтичної продукції, оцінка інтенсивності його змін, а також визначення впливу фізичних обсягів, цінових чинників і умов торгівлі на формування сучасних параметрів імпорту. Авторський внесок полягає у комплексному поєднанні структурно-динамічного та індексного аналізу, що дало змогу виявити особливості скорочення імпорту у 2022 р. та його адаптивного відновлення у 2023–2024 рр. Наукова новизна дослідження пов’язана з обґрунтуванням фармацевтичної продукції як одного з найбільш стійких сегментів критичного імпорту. Практичне значення одержаних результатів визначається можливістю їх використання для обґрунтування рішень у сфері зовнішньоторговельної, фармацевтичної та соціальної політики. Зроблено висновок про збереження значущості фармацевтичного імпорту та його поступову адаптацію до умов війни. The article examines trends in the dynamics of pharmaceutical product imports into Ukraine in 2020–2024 under wartime challenges. The relevance of the study is determined by the critical importance of pharmaceutical imports for the healthcare system, public welfare, and social resilience of the state. Under conditions of full-scale war, disruption of logistics, structural changes in foreign trade, inflationary pressure, and restrictions on external economic activity, the analysis of pharmaceutical imports acquires strategic significance. The purpose of the article is to identify the main trends in pharmaceutical imports into Ukraine, assess the intensity of their changes during the wartime period, and determine the influence of physical volume indices, price factors, and terms of trade on the formation of current import parameters. The author’s contribution lies in the integrated use of structural-dynamic and index analysis, which made it possible to reveal not only the value changes in imports but also the quantitative and price-related factors behind them. The scientific novelty of the study lies in substantiating pharmaceutical products as one of the most stable segments of Ukraine’s critical imports under wartime conditions. It is proved that, unlike many other commodity groups, pharmaceutical imports maintained a significant place in the overall import structure and demonstrated a gradual ability to recover after the shock decline of 2022. The study shows that the reduction in imports in 2022 was caused mainly by a decrease in physical volumes, while in 2023 the recovery was driven primarily by quantitative growth, and in 2024 by a combination of quantity and price factors. The practical significance of the results lies in the possibility of their use for improving foreign trade policy, pharmaceutical market regulation, healthcare procurement, and measures aimed at strengthening the stability of critical imports. The main conclusions indicate that pharmaceutical imports in Ukraine developed according to the model of pre-war growth, wartime decline, and adaptive recovery. Pharmaceutical products retained their social and economic importance even during the deepest phase of crisis, while the terms of trade remained generally more favorable in the price dimension than in the quantitative one.
