Анотація
Метою статті є характеристика та оцінювання фіскальних і цінових методів контролю над процесом потепління клімату, розкриття функції та потенціалу вуглецевого податку як фіскального інструменту контролю над станом клімату і специфіки цього податку в ЄС. Застосовувались методи розкриття та пояснення причино-наслідкових зв’язків між потеплінням клімату та фіскальними і ціновими засобами контролю над станом клімату; порівняння, аналіз та оцінювання суперечливих один одному підходів до контролю над станом клімату в ЄС і США. Дійшли до висновків, що в ЄС і США ефективним засобом боротьби з потеплінням клімату є вуглецевий податок. З’ясували, що ЄС має систему регулювання викидів вуглецю, що складається з Системи торгівлі викидами ЄС (EU ETS), акцизних податків та податку на викиди вуглецю. Податок на вуглець є фіскальним еквівалентом шкоди, заподіяної викидами вуглецю. Як в ЄС, так і у США встановлення податкової ціни (tax price) на викиди вуглецю – це по суті ринковий підхід. У порівнянні між ЄС і США в ЄС засоби боротьби з потеплінням більш інтенсивні, США властиве ліберальне ставлення до викопних видів палива, від яких намагаються відмовитися в Європі. Україні слід дотримуватись європейської кліматичної політики.
The problem lies in the dangerous aggravation of the environmental situation on the planet due to climate warming and different approaches to this problem by the leaders of the world economy: the European Union and the USA. The climate
policy of the current US government is problematic, as it does not consider warming to be a particularly dangerous problem and, unlike the EU, is not going to reduce oil and natural gas production. The purpose of the article is to characterize and evaluate fiscal and price methods of controlling the warming process and to reveal the function and potential of the carbon tax as a fiscal instrument of climate control, the specifics of this tax in the EU. Methods of comparison, analysis and evaluation of contradictory approaches to climate control were used in order to reveal and explain the cause-and-effect relationships between climate warming
and fiscal-price means of climate control. The main results of the study are that the EU has a carbon emissions regulation system consisting of the EU Emissions Trading System (EU ETS), excise taxes and the actual carbon tax. An effective means of combating climate warming is a carbon tax. A carbon tax is the fiscal equivalent of the damage caused by carbon emissions. The EU has also introduced a carbon emissions trading system, which creates a financial incentive to reduce emissions. In the US, climate policy is subordinated to the goals of the Make America Great Again (MAGA) public movement. It was concluded in a result that in both the EU and the US, setting a tax price on carbon emissions is essentially a market approach. The EU has more intensive means of combating warming in comparison between the EU and the US. The EU has. in general. a carbon emissions regulation system consisting of the EU Emissions Trading System and the actual carbon tax. The USA is characterized by a liberal attitude towards
fossil fuels, which are being phased out in Europe. Ukraine should adhere to European climate policy. Recently, new sources of atmospheric pollution and, accordingly, climate warming have been discovered: cattle and the growth of electricity needs by artificial intelligence centers, which requires additional efforts and funds for neutralization.
