Цифрові технології та їх вплив на розвиток економіки України

Abstract

Стаття присвячена дослідженню теоретичних, інфраструктурних та прикладних аспектів цифрової трансформації економіки України в умовах глобальних викликів та воєнного стану. Метою статті є аналіз цифрової інфраструктури, державних стратегій цифровізації, розвитку ІКТ-сектору та міжнародні порівняння відповідних складових. У процесі дослідження використовувалися загальнонаукові методи; методи аналізу динаміки – для виявлення змін індикаторів цифрової трнасформації України; методи аналізу структури – для визначення ролі ІКТ/ІТ-сектору в економіці України; табличний метод – для наочного відображення інформації. Оцінено вплив цифрових технологій на ВВП, експорт послуг, інституційну спроможність, сектори економіки та соціальну сферу. Розкрито ключові бар’єри й можливості для інтеграції України у глобальний цифровий простір. Сформовано пропозиції щодо вдосконалення державної політики цифровізації. The article examines the theoretical, infrastructural, and applied dimensions of digital transformation and its impact on the economic development of Ukraine under conditions of global challenges and martial law. The study aims to evaluate the state, dynamics, and structural characteristics of the national digital ecosystem by analysing digital infrastructure, ICT sector development, state digitalization strategies, and cross-country comparisons of digitalization indicators. The methodological framework includes general scientific methods, dynamic analysis to identify changes in digital transformation indicators, structural analysis to determine the role of the ICT and IT sectors in the national economy, and tabular methods for visualizing statistical information. The findings demonstrate that Ukraine maintains high resilience of its digital infrastructure even during wartime, while mobile broadband penetration and ICT sector performance continue to grow. The study reveals the increasing contribution of digital technologies to GDP growth, export of IT services, public governance efficiency, and the modernization of key economic sectors, particularly IT and agriculture. Special attention is given to the assessment of international indices such as the Network Readiness Index, EGDI, NCSI, and other global benchmarks, which collectively confirm Ukraine’s strong positions in e-government and cybersecurity but also highlight existing disparities in fixed broadband development, regional digitalization, and digital skills. The research identifies key barriers to Ukraine’s integration into the European digital market, including infrastructural gaps, uneven access to advanced technologies, and limited investment in innovation. Based on the analysis, policy recommendations are proposed to enhance the effectiveness of digital transformation, including modernization of broadband infrastructure, strengthening support for digital innovation in SMEs, aligning national policies with EU digital standards, and promoting human capital development through digital education. In the long-term perspective, digital technologies are expected to serve as a foundation for post-war recovery, improved competitiveness, and deeper integration of Ukraine into the global digital space.
