The purpose of the article is to identify and systematize the international regulatory framework (UN, ILO, EU) and key principles of the formation of a people-oriented economy, as well as to analyze its role as an infrastructure component that ensures fair and decent social and labor relations in the context of the national priorities of Ukraine, particularly during postwar reconstruction. The study is motivated by the necessity to shift the economic paradigm from focusing solely on GDP to prioritizing human rights, dignity, and well-being, integrating indicators of human capital and quality of life into policy-making. Method. The study is based on the theoretical concepts of the "capabilities approach" and the «economy of well-being» Methods of systemic and comparative analysis are used to assess the adaptation of international requirements in national legislation. The analysis covers key documents from the ILO («Human-Centred Economics»), OECD («The economy of well-being»), and the EU’s digital regulations. The research isolated the previously unresolved problem of detailed systematization and mechanisms for the intersectoral translation of international standards into specific national policies of Ukraine. Scientific novelty. It is determined that the regulatory framework of a people-oriented economy is based on a triad of international norms: 1) human rights (UN); 2) decent work standards (ILO); and 3) ethical regulation of digital technologies (EU). Eight key principles (inclusiveness, social justice, equality of opportunity) are analyzed and data reflecting the compliance of international standards with their adaptation in the national legislation and monitoring tools of Ukraine are systematized in a comparative table. The research established the necessity for intersectoral translation of standards (e.g., integrating Decent Work into financial planning and public procurement) as a methodological condition for transforming international obligations into practical, all-encompassing mechanisms for ensuring social and labor relations in Ukraine. Monitoring tools such as HRIA, DPIA, and AIIA are identified as crucial for evaluating the real impact of policies. The results of the study serve as the basis for improving the regulatory and legal support for social and labor relations in Ukraine by defining the required legal infrastructure. A practical toolkit for monitoring results has been proposed (focused on SDG indicators and specialized impact assessments), which will contribute to the effective implementation of international obligations and accelerate the process of sustainable, fair, and inclusive reconstruction. The findings underscore that strengthening institutional capacity and intersectoral coordination are key to realizing the goals of a people-oriented economy.
