Можливості застосування в Україні міжнародного досвіду державної підтримки інноваційної діяльності

Abstract

У статті розглядаються питання щодо напрямів державної підтримки інноваційної діяльності підприємницьких структур. Метою статті є дослідження стану інноваційного розвитку в Україні та можливості застосування міжнародних механізмів державної підтримки інноваційної діяльності. Для проведення дослідження використовувались наукові методи пізнання, аналізу, узагальнення, синтезу, аналітико-розрахунковий, графічний та системний методи. На основі проведеного дослідження виявлено наявність низки системних проблем в контексті забезпечення інноваційного розвитку вітчизняної економіки, які обумовлені як кризовими явищами, поглибленими внаслідок широкомасштабного вторгнення Російської Федерації в Україну, так і наявністю впливу внутрішніх негативних факторів. Зроблено висновки щодо доцільності ретельного вивчення та впровадження міжнародного досвіду державної підтримки інноваційної діяльності підприємницьких структур, до яких, зокрема, відноситься: застосування пільгового оподаткування, надання субсидій новаторам, застосування низки кредитних гарантій, використання інвестиційного податкового кредитування, пільгового режиму амортизаційних відрахувань тощо. Практична значимість дослідження полягає в можливості використання результатів для подальшого формування механізмів державної підтримки інноваційної діяльності. The article examines issues related to the directions of state support for innovative activity of entrepreneurial structures. The purpose of the article is to study the state of innovation development in Ukraine and the possibility of applying international mechanisms of state support for innovation activities. Scientific methods of cognition, analysis, generalization, synthesis, analytical calculation, graphic and system methods were used to conduct the research. On the basis of the conducted research, the presence of a number of systemic problems in the context of ensuring the innovative development of the domestic economy was revealed, which are caused both by crisis phenomena deepened by the large-scale invasion of the Russian Federation into Ukraine, and by the presence of the influence of internal negative factors. These problems include: a decrease in the share of gross domestic product allocated to research and development, a reduction in the number of innovative products, etc. The author draws conclusions about the expediency of careful study and implementation of international experience of state support for innovation activities of business structures, which, in particular, include: the use of preferential taxation, provision of subsidies to innovators, application of a number of loan guarantees, use of investment tax crediting, preferential depreciation regime, etc. The practical significance of the research results is to identify the main directions for improving the system of state support for innovation and development of domestic entrepreneurial structures based on the foreign experience of a number of technologically advanced countries. The practical significance of the study lies in the possibility of using the results for the further formation of mechanisms for state support of innovative activity. Prospects for further research should be focused on identifying the main approaches to the formation of effective mechanisms for stimulating innovation development at the state and regional levels; searching for new directions and forms of support for innovation-active enterprises.
