Макропруденційна політика центрального банку в умовах економічної циклічності

Abstract

У дисертації проведено теоретичне узагальнення і запропоновано вирішення актуального наукового завдання, що полягає у використанні інструментарію макропруденційної політики для забезпечення фінансової стабільності банківського сектору в умовах економічної циклічності. На цій основі у роботі обґрунтовані теоретичні засади макропруденційної політики в умовах циклічності економічного розвитку; проведено оцінювання ефективності макропруденційного інструментарію на основі емпіричних досліджень, виконаних в різних країнах; запропоновано матрицю індикаторів запровадження циклічних інструментів макропруденційної політики в Україні.

In the dissertation, a theoretical generalization is made and a solution to the current scientific problem is proposed, which consists in using the tools of macroprudential policy to ensure the financial stability of the banking sector in conditions of economic cyclicality. On this basis, in the paper the theoretical foundations of macroprudential policy in conditions of cyclical economic development are substantiated; an evaluation of the effectiveness of the macroprudential toolkit was carried out based of empirical studies carried out in different countries; a matrix of indicators for the introduction of cyclical instruments of macroprudential policy in Ukraine is proposed. In the first chapter of the dissertation "Theoretical foundations of macroprudential policy in conditions of economic development cyclicality" it is substantiated that the cyclicality of economic development is a prerequisite for state regulation of the economy; it was established that macroprudential policy is the result of the transformation of the role of central banks; the scientific and methodological principles of using the tools of macroprudential policy are determined.
