Стан та перспективи співробітництва територіальних громад

Abstract

У роботі розглянуті територіальні громади в якості об’єкта муніципального співробітництва, визначені поняття, завдання та форми співробітництва територіальних громад, розглянуте державно-правове регулювання співробітництва територіальних громад. Охарактеризована державна політика щодо співробітництва територіальних громад в Україні, проведений аналіз показників співробітництва територіальних громад в Україні, здійснене прогнозування стану співробітництва територіальних громад в Україні засобами математичного моделювання. Виявлені основні проблеми співробітництва територіальних громад в Україні, обґрунтовані можливості використання міжнародного досвіду співробітництва територіальних громад в Україні, розроблені рекомендації щодо подальшого розвитку співробітництва територіальних громад в Україні.The paper considers territorial communities as an object of municipal cooperation, defines the concepts, tasks and forms of cooperation of territorial communities, considers the state and legal regulation of cooperation of territorial communities. The state policy on cooperation of territorial communities in Ukraine is characterized, the analysis of indicators of cooperation of territorial communities in Ukraine is carried out, the forecast of a condition of cooperation of territorial communities in Ukraine by means of mathematical modeling is carried out. The main problems of cooperation of territorial communities in Ukraine are identified, the possibilities of using the international experience of cooperation of territorial communities in Ukraine are substantiated, recommendations for further development of cooperation of territorial communities in Ukraine are developed.
