Крос-секторальна взаємодія між державою, бізнесом та громадянським суспільством у моделі соціоекономіки

Abstract

У статті обґрунтовано інтегральний підхід до оцінювання крос-секторальної взаємодії між державою, бізнесом і громадянським суспільством як ключового інструменту моделі соціоекономіки, орієнтованої на досягнення Цілей сталого розвитку в Україні. Метою дослідження є розроблення системи кількісних індикаторів та побудова композитного Індексу крос-секторальної взаємодії (ІКСВ), що дозволяє вимірювати рівень синергії між секторами в умовах нестабільності, цифровізації та фрагментованості інституційного середовища. Методологічну основу дослідження становить метод аналізу ієрархій (AHP), що дозволив визначити ваги семи стандартизованих субіндексів: інституційної спроможності, економічної ефективності, соціального капіталу і довіри, цифрової взаємодії, міжнародної координації, впливу на соціальні результати та екологічної сталості. Результати показали значення ІКСВ на рівні 0,554, що свідчить про помірний рівень крос-секторальної взаємодії в Україні. The article aims to substantiate a system of indicators for assessing cross-sectoral interaction between the state, business, and civil society within the socio-economic model as a tool for achieving sustainable development goals in Ukraine. It is noted that the potential of socioeconomy is realized precisely through the institutionalization of stable formats of cross-sectoral interaction, which serves not only as a tool for implementing socioeconomy but also as its institutional foundation and a condition for e昀昀ective functioning in the unstable, fragmented, and digitized environment of the BANI world. The research is grounded on the analytical hierarchy process (AHP) and the construction of a composite Cross-Sectoral Interaction Index (CSII), which includes seven standardized sub-indices: institutional capacity, economic e昀케ciency of interaction, social capital and trust, digital integration, international coordination, impact on social outcomes, and ecological sustainability. Each sub-index is calculated using normalized statistical indicators for Ukraine in 2024, based on national and international databases. The calculated value of the integral CSII for Ukraine is 0.554, indicating a moderate level of synergy among sectors. The highest sub-indices were recorded for international coordination (0.845) and digital interaction (0.831), re昀氀ecting strong alignment with global recovery frameworks and e-government reforms. The lowest score (0.32) was noted for economic e昀케ciency due to weak implementation of public-private partnership mechanisms. The practical signi昀椀cance of the results lies in the proposed methodology for monitoring the dynamics of socio-economic transformation and stakeholder engagement in reconstruction policies. The article presents policy recommendations for institutional strengthening of Public-Private Partnership, 昀椀scal incentives for social investment, transparency enhancement through public platforms, and inclusion of social indicators in partnership agreements. The CSII is proposed as a strategic planning tool to evaluate and enhance cross-sectoral cooperation in Ukraine and similar post-crisis contexts.
