Державне регулювання та тенденції розвитку агро-бізнесу в Україні

Abstract

З огляду на те, що протягом останніх років український агробізнес стикається з серйозними викликами, які суттєво загострилися внаслідок збройної агресії проти України, дослідження стану господарювання в аграрній сфері є надзвичайно важливим і потребує посиленої уваги з боку науковців, експертів, бізнесу та органів державної влади. Мета статті полягає у дослідженні тенденцій розвитку українського сільськогосподарського підприємництва, визначенні ключових викликів, з якими стикається вітчизняний агробізнес в умовах воєнного стану, а також аналізі видів державної підтримки сільськогосподарських товаровиробників. У ході дослідження встановлено, що внаслідок бойових дій, порушення логістики, дефіциту кваліфікованих кадрів, обмеженого доступу до фінансових ресурсів та зростання витрат на виробництво та оплату праці значна частина вітчизняних сільськогосподарських виробників була змушена зупинити свою діяльність. Водночас аграрний сектор продемонстрував здатність до адаптації в надскладних умовах, що дозволило уникнути продовольчої кризи та гуманітарної катастрофи. Зокрема, спостерігаються процеси релокації підприємств, створення нових суб’єктів господарювання у сфері сільського господарства, зростання обсягів виробленої та реалізованої продукції порівняно з 2022 роком, а також розширення та продовження дії державних і міжнародних програм фінансової підтримки, пільгового кредитування та часткового відшкодування витрат для агровиробників. Given that, in recent years, the Ukrainian agribusiness sector has faced serious challenges, which have been significantly exacerbated by the armed aggression against Ukraine, research into the state of the agricultural sector is of paramount importance and requires increased attention from academics, experts, the business community and government authorities. The aim of this article is to examine trends in the development of Ukrainian agricultural enterprise, to identify the key challenges facing the domestic agribusiness sector under martial law, and to analyse the types of state support provided to agricultural producers. The study found that as a result of hostilities, disruptions to logistics, a shortage of skilled labour, limited access to financial resources and rising production and labour costs, a significant proportion of domestic agricultural producers were forced to cease operations. At the same time, the agricultural sector demonstrated its ability to adapt under extremely difficult conditions, which helped avert a food crisis and a humanitarian disaster. In particular, there are processes of business relocation, the creation of new entities in the agricultural sector, an increase in the volume of produced and sold products compared to 2022, as well as the expansion and extension of state and international programmes for financial support, preferential lending and partial reimbursement of costs for agricultural producers. The results of the study indicate that effective state policy in the field of agriculture and the further expansion of support for the agricultural sector are key factors in its stabilisation and recovery, as they ensure the financial stability of producers and contribute to the preservation of the sector’s production potential. The study employs methods of generalisation, analysis, comparison and synthesis, as well as statistical and graphical methods.
