Обґрунтування альтернативних джерел фінансування діяльності комунальних підприємств громади

Abstract

У роботі розглядаються теоретичні аспекти видів альтернативних джерел фінансування господарської діяльності комунальних підприємств, охарактеризовані моделі фінансового забезпечення діяльності комунальних підприємств у країнах світу. Проаналізовано загальний фінансовий стан комунального підприємства «Тернопільміськтеплокомуненерго» Тернопільської міської ради, структуру джерел фінансування комунального підприємства та здійснено порівняльний аналіз джерел фінансування комунальних підприємств в Україні. Запропоновано механізм побудови стратегічного плану щодо пошуку, оцінки та прямого застосування альтернативних джерел фінансування на комунальному підприємстві, надані практичні рекомендації щодо проведення оцінки ризиків та застосування систем внутрішнього контролю джерел використання альтернативного фінансування.Thesis deals with theoretical aspects of alternative sources of financing the economic activity of communal enterprises, characterizes the models of financial support for the activities of communal enterprises in the countries of the world. Author analysis the general financial condition of the utility company "Ternopilmiskteplokomunenergo" of the Ternopil City Council, the structure of sources of financing of the utility company, and a comparative analysis of the sources of financing of utility companies in Ukraine. The author proposed a mechanism for building a strategic plan for the search, evaluation and direct application of alternative sources of financing at a utility company, provided practical recommendations for conducting risk assessments and applying internal control systems for the use of alternative sources of financing.
