Державний бюджет України: особливості формування і використання

Abstract

У роботі розглядаються основні засади функціонування бюджету та проблеми його виконання. У першому розділі висвітлено теоретичні основи формування бюджету, історія виникнення та джерела формування доходів. У другому розділі проаналізовано доходну і видаткову частини бюджету, виявлено недоліки та ризики виконання бюджету у 2019 році. У третьому розділі визначено альтернативні шляхи наповнення доходної частини бюджету, а також охарактеризовано концепції збалансування державного бюджету.

The paper considers the main principles of the functioning of the budget and the problems of its implementation. The first section covers the theoretical foundations of budget formation, history of origin and sources of income generation. The second section analyzes the revenue and expenditure side of the budget, identifies drawbacks and risks of budget execution in 2019. The third section identifies alternative ways of filling the revenue part of the budget, as well as describes the concept of balancing the state budget.
