Детермінанти фінансування закладів вищої освіти України в умовах сучасних викликів

Abstract

Метою статті є аналіз сучасного стану фінансування закладів вищої освіти, системи вищої освіти України, оцінювання перспектив її розвитку із врахуванням детермінантів сучасних викликів і загроз національній, зокрема фінансовій, безпеці. Методика дослідження. В статті було використано економічні та математичні методи дослідження; статистичний та порівняльний аналіз; графічний і табличний методи тощо. Результати дослідження полягають у тому, що особливо важливим та актуальним в умовах сучасних ендогенних та екзогенних викликів для розвитку освітньої галузі в Україні є зосередження уваги на детермінантах ефективності управління в системі вищої освіти, що передбачає модернізацію мережі закладів вищої освіти, збільшення бюджетного фінансування та удосконалення формули розподілу державного бюджету за результатами їхньої діяльності, розширення державного кредитування здобуття вищої освіти, формування та підтримка дослідницьких університетів. Практична значущість результатів дослідження: наведені пропозиції сприятимуть не лише якісній діяльності закладів вищої освіти України, а й збереженню національних освітніх систем та їхнього потенціалу, впливатимуть на зміцнення їх фінансової безпеки та конкурентоспроможності в освітньо-науковому просторі.

The aim of the article is to analyze the current state of financing of higher education institutions, the higher education system of Ukraine, assess the prospects of its development taking into account the determinants of modern challenges and threats to national, including financial, security.Research methodology. The methodological basis of the article is a set of general scientific and special methods of financial support of higher education institutions of Ukraine. In particular, economic and mathematical research methods were used; statistical and comparative analysis; graphic and tabular methods, etc. The results of the study are that the financial opportunities and prospects for the development of higher education institutions in Ukraine depend on the financial stability of the state budget, gross domestic product, socio-political situation in the country, which has been significantly exacerbated since 2014. conflict in eastern Ukraine, the COVID-2019 pandemic, and from February 24, 2022, a full-scale invasion of the Russian aggressor into Ukraine). Particularly important and relevant in today's endogenous and exogenous challenges for the development of education in Ukraine is the focus on the determinants of good governance in higher education, which involves modernizing the network of higher education institutions, increasing budget funding and improving the budget allocation formula, expansion of state lending for higher education, formation and support of research universities. The practical significance of the research results is that the proposals will contribute not only to the quality of higher education institutions in Ukraine, but also to the preservation of national educational systems and their potential, strengthen their financial security and competitiveness in education and research.
