Innovative management in Ukraine: institutions, trends, and prospects

Abstract

This paper provides a comprehensive analysis of the current state and future perspectives of innovation management in Ukraine, taking into account the complex geopolitical, economic, and social challenges faced by the country. The research focuses on key sectors that determine the pace and quality of innovative development: the military-industrial complex, education, science, and agriculture. A central aspect of the study is the examination of how the ongoing war has significantly infiuenced the dynamics of innovation, simultaneously creating unprecedented challenges and accelerating the search for technological and managerial solutions. The military sector has become a leading driver of innovative breakthroughs, stimulating the rapid development of drones, defense technologies, cybersecurity tools, and dual-use products that later find civilian applications. At the same time, education and science form the basis for long-term innovation capacity, ensuring the training of skilled professionals, supporting academic research, and fostering integration into the European and global scientific environment. The agricultural sector, despite wartime dificulties, demonstrates remarkable resilience and high potential in implementing digital platforms, biotechnology, precision farming, and sustainable resource management, thereby strengthening food security and enhancing global competitiveness. The paper also identifies major barriers that slow down innovation processes, including insuficient coordination between state authorities, fragmentation of responsibilities, limited financial resources, brain drain, and weak mechanisms for the commercialization of scientific results. Overcoming these challenges requires the establishment of an efiective governance framework that unites governmental institutions, business representatives, research organizations, and civil society in a coherent innovation ecosystem. The study argues that Ukraine’s ability to strengthen its innovative capacity depends on developing systemic support measures, ensuring stable financing, expanding international cooperation, and creating favorable conditions for entrepreneurship. The primary aim of the paper is to analyze ongoing trends, reveal pressing challenges, and propose practical solutions to improve innovation management in Ukraine, with a particular emphasis on building resilience, enhancing competitiveness, and securing sustainable development in both wartime and post-war conditions. У статті подано всебічний аналіз сучасного стану та перспектив розвитку інноваційного менеджменту в Україні з урахуванням складних геополітичних, економічних і соціальних викликів. Дослідження зосереджене на ключових секторах, що визначають темпи й якість інноваційного розвитку: військово-промисловому комплексі, освіті, науці та аграрному виробництві. Особливу увагу приділено впливу війни, яка одночасно створює безпрецедентні труднощі й прискорює пошук нових технологічних та управлінських рішень. Військова сфера стала провідним драйвером інновацій, стимулюючи розвиток безпілотних систем, оборонних технологій, кіберзахисту та подвійних продуктів, що згодом знаходять застосування у цивільному середовищі. Водночас освіта й наука залишаються основою довгострокового інноваційного потенціалу, забезпечуючи підготовку кваліфікованих фахівців, підтримку академічних досліджень та інтеграцію у європейський і світовий науковий простір. Агропромисловий сектор, попри воєнні труднощі, демонструє високу стійкість та значний потенціал у впровадженні цифрових платформ, біотехнологій, точного землеробства й методів сталого управління ресурсами, що зміцнюють продовольчу безпеку та глобальну конкурентоспроможність країни. У статті також виокремлено системні бар’єри інноваційного розвитку: недостатня координація між державними інституціями, фрагментація управлінських функцій, обмежене фінансування, відтік кадрів та слабкі механізми комерціалізації наукових результатів. Подолання цих викликів вимагає формування ефективної моделі управління, що поєднує державні органи, бізнес, науку й громадянське суспільство в єдину інноваційну екосистему. У роботі наголошується, що зміцнення інноваційної спроможності України залежить від системної підтримки, стабільного фінансування, розвитку міжнародної співпраці та створення сприятливих умов для підприємництва. Основна мета статті – проаналізувати поточні тенденції, виявити ключові проблеми та запропонувати практичні рішення для удосконалення інноваційного менеджменту в Україні, з особливим акцентом на формуванні стійкості, конкурентоспроможності та забезпеченні сталого розвитку у воєнних і післявоєнних умовах.
