Особливості актуалізації стратегії розвитку Лиманської територіальної громади з огляду на виклики воєнного часу

Abstract

Об’єктом дослідження виступає процес стратегічного планування економічного й соціального розвитку Лиманської територіальної громади в частині актуалізації стратегічних пріоритетів, цілей, завдань, програм і проєктів їх реалізації в умовах воєнного стану. Даний процес є складним як за часовими рамками, так і за методами його виконання. Методологію дослідження формують принципи стратегічного планування, методи формування цілей, завдань, пріоритетів і напрямків місцевого економічного розвитку Лиманської територіальної громади в умовах воєнного стану. Основна мета статті – дослідження теоретико-методологічних основ стратегічного планування на місцевому рівні на прикладі Лиманської територіальної громади та особливостей реалізації стратегічного плану її розвитку з урахуванням викликів воєнного часу. У статті проведено аналіз соціально-економічного розвитку громади. У ході дослідження сформовано проєкт актуалізованої стратегії економічного та соціального розвитку Лиманської територіальної громади в умовах воєнного стану. Наукова новизна полягає в апробації і практичному застосуванні алгоритму розробки та актуалізації стратегії економічного і соціального розвитку територіальної громади з урахуванням викликів воєнного часу. Отримані результати в подальшому будуть використані для розробки концептуальних моделей стратегічного планування соціально-економічного розвитку територіальних громад регіону в умовах воєнного стану.

The object of the study is the process of strategic planning of the economic and social development of the Lyman Territorial Community in terms of updating strategic priorities, goals, objectives, programs and projects for their implementation under martial law. This process is complex both in terms of time frame and methods of its implementation. The methodology of the research is formed by the principles of strategic planning, methods of forming goals, tasks, priorities and directions of local economic development of the Lyman Territorial Community in the conditions of martial law. The main purpose of the article is to study the theoretical and methodological foundations of strategic planning at the local level using the example of the Lyman Territorial Community and the specifics of the implementation of the strategic plan for its development, taking into account the challenges of wartime. The socio-economic development of the community has been analyzed in the article. In the course of the research, a project of an updated strategy of economic and social development of the Lyman Territorial Community in the conditions of martial law has been formed. The scientific novelty consists in the approbation and practical application of the algorithm for the development and actualization of the strategy of economic and social development of the territorial community, taking into account the challenges of wartime. The obtained results will be used in the future for the development of conceptual models of strategic planning of socio-economic development of territorial communities of the region under martial law.
