Соціально-економічний розвиток територіальних одиниць в умовах децентралізації

Abstract

Стаття присвячена актуальним питанням проведення реформи децентралізації, розвитку місцевого самоврядування, управління ресурсами, формування дохідної та видаткової частини бюджету громад. Розглянуто вплив реформи децентралізації на формування політики регіонального розвитку, запропоновано системні підходи до інтеграції цих напрямів політики держави. Проаналізовано зарубіжний досвід Польщі, Франції, Латвії, Італії, виокремлено основні шляхи проведення децентралізації в зарубіжних країнах через призму визначення дієвих механізмів впливу на економічний розвиток з метою формування моделі для проведення реформ в Україні. Надано рекомендації стосовно реалізації Цілей сталого розвитку на локальному рівні як підґрунтя інтеграції просторового та регіонального розвитку. Сформовано підходи щодо оцінювання впливу децентралізації на соціально-економічний розвиток регіонів, наведено приклади розкриття потенціалу децентралізації для розвитку окремих регіонів. Запропоновано низку рекомендацій щодо успішного продовження реформи децентралізації та перетворення її на стимул формування ефективної політики регіонального розвитку. Відокремлено низку актуальних питань реформи територіальної організації влади та місцевого самоврядування на засадах децентралізації і субсидіарності. Запропоновано підходи до створення інституту нагляду за законністю рішень органів місцевого самоврядування. Визначено ступінь інтегрованості регіональної політики України до регіональної політики Євросоюзу. Практична цінність дослідження полягає в тому, що його результати можна використовувати для вивчення та дослідження реформи децентралізації та шляхів її вдосконалення.

The article is devoted to actual issues of decentralization reform implementation, local self-government development, resource management, and revenue and expenditure part of the community budget formation. The impact of decentralization reform on the regional development policy formation is considered, and systemic approaches to the integration of these directions of state policy are proposed. The foreign experience of Poland, France, Latvia, and Italy is analyzed; the main ways of decentralization in foreign countries are highlighted through the prism of determining effective mechanisms of influence on economic development with the aim of forming a model for reforms implementation in Ukraine. Recommendations for the implementation of Sustainable Development Goals at the local level as a basis for integration of spatial and regional development are provided. Approaches to assessing the impact of decentralization on the socio-economic development of regions are formed; examples of disclosure of the decentralization potential for the development of certain regions are given. A number of recommendations on the successful continuation of decentralization reform and its transformation into an incentive for effective regional development policy formation are proposed. A number of actual issues of the territorial organization reform of power and local self-government on the basis of decentralization and subsidiarity are identified. Approaches to the creation of the Institute for Supervision over the legality of decisions of local self-government authorities are proposed. The degree of integrity of the regional policy of Ukraine into the regional policy of the European Union is determined. The practical value of the research is that its results can be used to study and research the decentralization reform and ways of its improvement.
