Стратегічне оновлення та планування розвитку Сергіївської територіальної громади до 2029 року

Abstract

Монографія містить концептуальні положення забезпечення місцевого економічного розвитку територій, завдання щодо визначення пріоритетів розвитку громади, формування бюджету, забезпечення надання базових послуг її мешканцям, побудови ефективної системи управління ресурсами на прикладі Сергіївської територіальної громади. Розкрито особливості та умови застосування окремих інструментів забезпечення збалансованого розвитку Сергіївської територіальної громади Білгород-Дністровського району Одеської області. Стратегія розглядається як плановий документ найвищого рівня в громаді, а отже, її реалізація вимагає зосередження відповідних ресурсів. Очікується спрямування зусиль владних структур, громадськості, наукових кіл на успішну реалізацію передбачених стратегією пріоритетів та заходів.

The monograph presents conceptual principles for ensuring local economic development of territories, including tasks related to identifying development priorities for the community, forming the budget, ensuring the provision of basic services to its residents, and building an effective resource management system using the example of the Serhiivka territorial community. It outlines the features and conditions for applying specific instruments to support the balanced development of the Serhiivka territorial community in the Bilhorod-Dnistrovskyi district of Odesa region. The strategy is considered the highest-level planning document within the community and, therefore, its implementation requires the mobilization of appropriate resources. It is expected that efforts by government authorities, the public, and the academic community will be directed toward the successful implementation of the priorities and measures defined in the strategy.
