Public private partnership as a tool of sustainable local development

Abstract

The study indicates wide possibilities of partnership between the public and private sectors for the amalgamated territorial communities in the terms of delegating them the responsibility for solving a large number of the local problems. The three basic stages of public-private partnership organizing at the local level: initiation, implementation, and control, have been singled out by the authors. Authors have determined the main components of the public-private partnerships performance evaluation for both public and private sectors. Special attention have been given to the justification of the main components of the public-private partnerships performance evaluation for the public sector among which public, social, environmental, fiscal and economic components had been highlighted. The article proposes measures for the formation of a number of institutional conditions and changes linked primarily with the establishment of legislative platform for the implementation of the public and private partnerships at the level of the amalgamated territorial communities.
