Агропродовольчий сектор як фактор структурної стійкості експорту України у воєнний період

Abstract

У статті досліджено структурно-динамічні зміни товарної структури експорту України в умовах воєнної економіки з акцентом на агропродовольчі групи I–IV УКТЗЕД. Метою дослідження є комплексний аналіз трансформації експортної спеціалізації України у 2020–2024 рр. та оцінка адаптаційних можливостей економіки до воєнних шоків. Методологічну основу становлять методи структурного та динамічного аналізу, порівняльний аналіз, а також елементи структурно-декомпозиційного підходу. Обґрунтовано, що внаслідок повномасштабної війни відбулося суттєве зростання частки агропродовольчого сектору у загальному експорті, що зумовлено як відносною стійкістю аграрного виробництва, так і значним спадом у промислових секторах. Виявлено формування нової моделі експортної спеціалізації, яка характеризується домінуванням продукції рослинного походження та високою залежністю переробних галузей від сировинної бази. Досліджено внутрішні структурні зрушення у межах групи II, зокрема перерозподіл між зерновими та олійними культурами як результат адаптації до логістичних обмежень. Встановлено, що у 2023–2024 рр. спостерігається часткове відновлення переробних сегментів, що свідчить про потенціал підвищення рівня доданої вартості експорту. Зроблено висновок про закріплення аграрно-сировинної моделі експорту України у воєнний період та визначено перспективи її трансформації у напрямі структурної модернізації. The article examines structural and dynamic transformations in the commodity structure of Ukraine’s exports under the conditions of a war economy, with a particular focus on agri-food product groups I–IV according to the Ukrainian Classification of Goods for Foreign Economic Activity. The aim of the study is to provide a comprehensive analysis of the transformation of Ukraine’s export specialization in 2020–2024 and to assess the adaptive capacity of the national economy to wartime shocks. The methodological framework is based on structural and dynamic analysis, comparative analysis, and elements of the structural decomposition approach. The study substantiates that the full-scale war has led to a significant increase in the share of agri-food products in total exports, driven by both the relative resilience of agricultural production and a deeper decline in industrial sectors. As a result, a new model of export specialization has emerged, characterized by the dominance of plant-based products and a strong dependence of processing industries on the raw material base. Special attention is paid to internal structural shifts within group II, where a reallocation between grain crops and oilseeds has occurred. This transformation reflects the adaptive behavior of the agricultural sector in response to logistical constraints, including port blockades and disruptions in traditional supply chains. The research also reveals that, despite a sharp decline in 2022, processing segments demonstrated accelerated growth in 2023–2024, indicating the beginning of recovery in value-added production and the gradual restoration of processing chains. The findings confirm that during the war period Ukraine’s export structure has become more agrarian and raw-material-oriented, which ensures short-term stability but creates long-term risks associated with price volatility and limited economic diversification. At the same time, the identified trends in the recovery of processed food exports highlight the potential for structural modernization of foreign trade. The results can support evidence-based export policy decisions aimed at diversification, development of processing industries, and strengthening Ukraine’s position in global food markets. Future research directions include the application of structural decomposition methods, analysis of terms of trade, and modeling the impact of export structure changes on macroeconomic indicators.
