Оцінювання системи пенсійного страхування в умовах демографічних трансформацій

Abstract

Метою статті є дослідження та оцінювання функціонування системи пенсійного страхування України в умовах демографічних трансформацій. Обґрунтовано, що зміни демографічної структури населення, зокрема старіння населення, зниження рівня народжуваності та посилення міграційних процесів, мають суттєвий вплив на фінансову стійкість пенсійної системи. Проаналізовано тенденції зміни чисельності населення України та економічно активного населення, що визначають обсяги надходжень до Пенсійного фонду України. Встановлено, що скорочення кількості платників страхових внесків та зростання навантаження на систему пенсійного страхування спричиняють підвищення дефіциту Пенсійного фонду та зростання залежності від державного бюджету. Особливу увагу приділено впливу трудової міграції на формування доходів пенсійної системи та проблемам зарахування страхового стажу, набутого за кордоном. Обґрунтовано необхідність удосконалення механізмів участі трудових мігрантів у системі загальнообов’язкового державного пенсійного страхування, розширення міжнародного співробітництва у сфері пенсійного забезпечення та розвитку накопичувальних елементів пенсійної системи. Методика дослідження ґрунтується на застосуванні методів аналізу, узагальнення та статистичного оцінювання. Практичне значення полягає у використанні результатів для вдосконалення державної політики у сфері пенсійного забезпечення. The article examines the functioning of the pension insurance system of Ukraine under the conditions of modern demographic transformations. It is substantiated that demographic changes, in particular population ageing, declining birth rates, and the intensification of migration processes, significantly affect the financial sustainability of the pension system and the efficiency of its functioning. The trends in changes in the population size of Ukraine and the dynamics of the economically active population as the main source of insurance contributions to the Pension Fund of Ukraine are analyzed. It is established that the decline in the population size, the reduction in the number of contributors to the pension system, and the increase in the share of people of retirement age lead to a growing burden on the pension insurance system and deepen the deficit of the Pension Fund. The influence of demographic factors on the formation of the revenues of the pension system is investigated, and the role of labour migration in the formation of financial resources for pension provision is analyzed. It is determined that large-scale migration processes lead to a loss of potential insurance contributions to the Pension Fund of Ukraine and increase the dependence of the pension system on state budget transfers. Particular attention is paid to the problems of recognizing insurance periods acquired by citizens during employment abroad, as well as to the legal aspects of labour migrants’ participation in the system of compulsory state pension insurance. The necessity of improving mechanisms for involving labour migrants in the pension system, expanding international cooperation in the field of pension provision, and developing the funded components of the pension system is substantiated. It is proved that ensuring the financial sustainability of the pension insurance system is possible only through comprehensive consideration of demographic factors, increasing the level of employment, reducing the shadow economy in the labour market, and implementing effective state policy in the field of social protection. The research methodology is based on the application of methods of analysis, generalization, and statistical evaluation. The practical significance lies in the use of the results to improve public policy in the field of pension provision.
