Фінансово-економічні механізми сталого розвитку та модернізації економіки України

Abstract

Необхідність забезпечення сталого розвитку та модернізації економіки України актуалізує потребу у формуванні фінансово‑економічних механізмів, здатних мобілізувати інвестиційні ресурси та інтегрувати екологічні й соціальні пріоритети у фінансову систему. У статті проведено системний аналіз сучасних викликів та можливостей, застосовано методи сценарного прогнозування та порівняльного аналізу міжнародних практик «зеленого» фінансування. Обґрунтовано диференційований підхід до використання фінансових інструментів залежно від рівня їхньої зрілості та інституційної готовності. Визначено ключові елементи інституційної архітектури «зеленого» фінансування, розроблено класифікацію інструментів за рівнем зрілості та запропоновано систему індикаторів для оцінки ефективності фінансово‑економічних механізмів. Особливу увагу приділено ролі державної політики, фінансових установ та інвестиційних фондів у мобілізації внутрішніх і зовнішніх джерел капіталу, а також у формуванні інноваційної моделі економічного розвитку України. Отримані результати можуть бути використані для розробки стратегій модернізації економіки, впровадження інноваційних фінансових інструментів та забезпечення довгострокової конкурентоспроможності країни. The necessity of ensuring sustainable development and modernization of Ukraine’s economy determines the urgent need to substantiate financial and economic mechanisms capable of mobilizing capital, diversifying funding sources, and integrating environmental and social priorities into the financial system. In the context of global challenges and domestic structural transformations, these mechanisms serve as key instruments for consolidating the resource base of innovative modernization, strengthening economic resilience, and enhancing international competitiveness, while ensuring alignment with global sustainability standards. By applying systems analysis, scenario forecasting, and comparative studies of international practices, the research substantiates a differentiated approach to the application of green financial instruments depending on their maturity level and institutional readiness. The institutional architecture of green finance is outlined, with emphasis on the interaction between state policy, financial institutions, and investment funds. A classification of instruments by maturity is proposed, highlighting the stages of their evolution from pilot initiatives to fully integrated mechanisms. Furthermore, a system of indicators for evaluating effectiveness is developed, enabling the integration of economic, social, and environmental dimensions of development, ensuring compliance with international standards, and providing a basis for practical monitoring and policy adjustment. The novelty of the study lies in the proposed classification of green financial instruments by maturity level and the development of an integrated system of indicators for assessing their effectiveness. The results clarify the role of financial and economic mechanisms in sustainable development, define their functional structure and interrelations with institutional conditions, and provide recommendations for implementing green financial instruments in Ukraine’s modernization agenda. The practical significance of the research is reflected in mobilizing internal and external capital, designing a national roadmap for green finance, and integrating environmental and social criteria into financial and economic decision‑making. The findings can be applied by government authorities for strategic policy design, by financial institutions and investment funds for building environmental portfolios and supporting innovative modernization, and by research centers for further studies on sustainable economic transformation.
