Публічно-приватне партнерство як інструмент розвитку в умовах фінансових трансформацій

Abstract

У статті об’єктом дослідження визначено публічно-приватне партнерство як стратегічний інструмент стимулювання економічного розвитку в умовах глобальних та національних трансформацій. Особливу увагу приділено фінансовому аспекту взаємодії публічного та приватного секторів. Інформаційною базою дослідження були дані Міністерства фінансів, законодавства України, офіційної української цифрової платформи Forbes.ua тощо, які дозволили критично розглянути процеси, що відбуваються в економіці України. Під час дослідження використовувалися методи наукового узагальнення, систематизації, монографічний метод. Проаналізовано механізми управління фіскальними ризиками та забезпечення боргової стійкості держави при реалізації довгострокових інвестиційних проєктів. Обґрунтовано, що в умовах цифрової трансформації та повоєнного відновлення публічно-приватне партнерство стає ключовим чинником залучення приватного капіталу в критичну інфраструктуру, дозволяючи оптимізувати бюджетні видатки та підвищити якість публічних послуг через критерій «Value for Money», що характеризує досягнення оптимального поєднання витрат протягом усього життєвого циклу об'єкта та якості наданих послуг і становить практичну цінність. Запропоновано розширити перелік учасників публічно-приватного партнерства за рахунок залучення інвестиційного ресурсу фізичних осіб. Отримані результати мають теоретичну цінність, яка доводить необхідність розширення кола учасників публічно-приватного партнерства з фіксацією у законодавчому полі. The article selected public-private partnership as a strategic tool for stimulating economic development in the context of global and national transformations. Particular attention is paid to the financial aspect of the interaction between the public and private sectors. Data from the Ministry of Finance, the legislation of Ukraine, the official Ukrainian digital platform Forbes.ua, etc. were used as an information base, which allowed us to critically examine the processes taking place in the economy of Ukraine. The research used methods of scientific generalization, systematization, and the monographic method. The mechanisms for managing fiscal risks and ensuring the state's debt sustainability during the implementation of long-term investment projects were analyzed. It is substantiated that in the context of digital transformation and post-war reconstruction, public-private partnership becomes a key factor in attracting private capital to critical infrastructure, allowing to optimize budget expenditures and improve the quality of public services through the criterion "Value for Money", which characterizes the achievement of an optimal combination of costs throughout the life cycle of the facility and the quality of services provided and is of practical value. It is proposed to expand the list of participants in public-private partnership by attracting investment resources from individuals. The results obtained have theoretical value, which proves the need to expand the circle of participants in public-private partnership with fixation in the legislative field. The practical value is manifested in the formation of a powerful investment potential of various sources in the conditions of financial transformations.
