Напрями актуалізації програмних заходів розвитку сфери туризму Болградської міської територіальної громади

Abstract

У статті розглядаються шляхи реалізації програмних заходів розвитку сфери туризму Болградської міської територіальної громади Одеської області в умовах повоєнної відбудови. Метою статті є дослідження ресурсного потенціалу щодо активізації діяльності туристичного сектору місцевої економіки та визначення пріоритетних напрямів актуалізації Програми розвитку туризму до 2026 року. Для дослідження туристично-рекреаційного потенціалу та джерел наповнення місцевого бюджету застосовано методи територіального та статистичного аналізу, синтезу, узагальнення. За результатами проведеного дослідження встановлено, що є невирішені проблеми бюджетного фінансування місцевої сфери туризму та формування інтегрованого туристичного продукту. Запропоновано напрями актуалізації програмних заходів територіального розвитку туризму. The article considers ways to implement program measures for the development of the tourism sector of the Bolgrad urban territorial community of the Odessa region in the conditions of post-war reconstruction. The purpose of the article is to study the resource potential of the community in terms of activating the activities of the tourism sector of the local economy and determining priority areas for updating the Tourism Development Program in the community. To determine the tourism potential and sources of local budget funding, methods of territorial and statistical analysis, synthesis, and generalization were used. The implementation of the measures of the updated State Strategy for Regional Development for 2021-2027 provides for overcoming the consequences of the full-scale military aggression of the Russian Federation, ensuring Ukraine's European integration obligations, and also determines key development priorities: restoring and improving the provision of basic public services, integrating displaced persons, and supporting the development of the economic and social sphere of communities. In the south of the Odessa region, certain natural, recreational, and socio-economic prerequisites for the development of the tourism potential of territorial communities have been formed. The conducted research shows that a network of hospitality establishments and tourist attractions is developing in the Bolgrad local community, in particular along the route "The Road of Wine and Taste of Ukrainian Bessarabia". An important step was the introduction by specialists of the Bolgrad City Council's information and tourism centre in September 2024 of the digital application "Traveling through Bolgrad Region". Based on the conducted research on resources, it was established that the community has unresolved problems of budget financing of areas of tourism development. Directions for updating program activities for tourism development in the conditions of post-war recovery are proposed.
